On 30 September 2026, the Hong Kong Government launched the two-year Pilot Patent Valuation Support Scheme (the “Scheme”), giving local SMEs a subsidy to have their patents and other intellectual property (IP) assets professionally valued. The valuation gives banks and investors concrete evidence of what a company’s IP is worth, opening the door to IP-backed financing. Valtech Valuation has an established workflow in place and a team that meets the Scheme’s designated valuer list requirements, supplemented by additional credentials recognised in the US, Mainland China and Southeast Asia.
The Update in Brief
- Launched: 30 September 2026, run through the Hong Kong Technology and Innovation Support Centre (HKTISC), and open for applications all year round.
- Funding: a 1 (Government) : 1 (SME) matching grant, capped at HK$80,000 per approved enterprise, one-off.
- What it pays for: a quantitative valuation of the company’s patents and other IP assets by a designated Valuation Service Provider (mainly accountants, financial analysts and surveyors).
- Free qualitative evaluation: if the IP includes a Hong Kong patent granted after substantive examination, IPD patent examiners will prepare a complimentary patent quality analysis (legal, technical and economic indicators, based on the national standard). The valuer may use it as a reference for the quantitative valuation.
- Policy context: the Scheme complements the IP Financing Sandbox, whose first seven pilot cases secured bank loans of HK$1 million to HK$39 million backed by patents and trade marks.
Who Is Eligible?
At all material times, the applicant must be a company that:
- is incorporated in Hong Kong under the Companies Ordinance (Cap. 622) or Cap. 32, and holds a Hong Kong business registration;
- is an SME: a manufacturer with fewer than 100 employees, or a non-manufacturer with fewer than 50;
- has not previously received funding under the Scheme (one approved application per company);
- has applied for or registered at least one patent, trade mark, design or plant variety right in Hong Kong; and
- owns at least one patent, granted in Hong Kong or elsewhere after substantive examination, that is still in force.
Designated Valuation Service Provider Lists
Approved enterprises must commission a valuer from one of four designated lists:
- CFA Society Hong Kong
- The Hong Kong Institute of Certified Public Accountants (HKICPA)
- The Hong Kong Institute of Surveyors (HKIS)
- Royal Institution of Chartered Surveyors (RICS) – Registered Valuers, with written RICS confirmation of at least one year’s experience in valuing IP, intangible assets or business interests attached to the valuer’s quotation
Why Valtech: Qualified Under the Lists, Supplemented by Unparalleled Additional Credentials
There are many qualified valuers on the designated lists. The reason to choose Valtech is what we bring in addition to list eligibility. Many patents are developed with international markets in mind, and a valuation led by professionals whose credentials are recognised in the US, Mainland China and Southeast Asia carries more weight with overseas licensees, investors and lenders.
Valtech’s team includes qualified persons who meet the requirements of the designated list: HKICPA Certified Public Accountants. We can staff the engagement with an eligible valuer, and we bring accounting, finance and surveying perspectives to the same IP asset.
Senior Valuers Assigned to Your Engagement
Valtech can assign Mr. Max Tsang or Mr. Jimmy Wong to take part in the valuation. Valtech believes their involvement brings value in addition to list eligibility. Each of them holds:
- Fellow CPA (FCPA), Hong Kong Institute of Certified Public Accountants
- Chartered Financial Analyst (CFA), the global investment analysis credential
- Chartered Valuation Surveyor (MRICS), Royal Institution of Chartered Surveyors
- Accredited in Business Valuation (ABV), AICPA, well recognised in the United States
In addition:
- Mr. Max Tsang holds the Certified Public Valuer (CPV) credential, the official valuation qualification in the Chinese Mainland.
- Mr. Jimmy Wong has passed all assessments for the Certified Public Valuer (China) and will obtain the qualification soon.
- On request, we can also involve a Singapore-registered Certified Valuation Analyst (CVA) for companies also targeting Southeast Asian markets.
Credentials Matched to Your Target Markets
- Hong Kong: FCPA (HKICPA), meeting the Scheme’s designated list requirements
- Global: CFA and MRICS
- United States: ABV
- Chinese Mainland: CPV
- Southeast Asia: CVA (Singapore), on request
Valtech also has solid international valuation exposure. With offices in Hong Kong and Singapore and engagements across Mainland China, Southeast Asia, the Middle East and the United States, we are well suited to companies whose patents, licensing income or financing plans extend to international markets.
